The Innovation and Networks Executive Agency

SUMMARY OF:

Implementing Decision 2013/801/EU establishing the Innovation and Networks Executive Agency

WHAT IS THE AIM OF THE DECISION?

It establishes the Innovation and Networks Executive Agency (INEA) managing EU-funded programmes for transport, energy and telecommunication.

INEA manages parts of the following EU funding programmes for transport, energy and telecommunication, worth €33.6 billion:

KEY POINTS

INEA’s mandate runs from 2014 until 2024.

INEA is the successor of the TEN-T Executive Agency, which was set up by the European Commission in 2006 to manage the technical and financial implementation of its TEN-T programme, one of 3 sectors covered by the trans-European networks programme to create modern and efficient infrastructure.

INEA’s mission

INEA’s mission is to increase the efficiency of the technical and financial management of the programmes it manages, provide its stakeholders with expertise and high-level programme management, and promote cooperation between programmes, in order to encourage economic growth and benefit EU citizens.

Provide added value to beneficiaries

INEA’s long-standing experience in programme management provides the beneficiaries with:

  • simplified access to EU funding opportunities;
  • promoting project results and achievements to increase the visibility of EU actions and promote the programmes;
  • guidance and technical support in project management, financial engineering, public procurement, and environmental legislation in close collaboration with beneficiaries;
  • streamlined and harmonised procedures for a better use of EU funds and maximised programme efficiency, such as shorter payment times and faster response rate;
  • efficient evaluation procedures, user-friendly and transparent documentation, and customised IT tools to support applicants.

Supporting the European Commission

The Agency also supports the European Commission with:

  • relevant feedback on programme implementation as input to policymaking;
  • combining the effects of programmes to bridge the gap between research and innovation results and infrastructure development;
  • bringing innovative ideas, concepts and products to the market;
  • building significant economies of scale.

Which EU programmes does it help to manage?

The CEF is a key EU financial instrument designed to promote growth, jobs and competitiveness through investing in infrastructure investment at EU level. It is divided into 3 main areas:

  • CEF Transport;
  • CEF Energy; and
  • CEF Telecommunications.

Horizon 2020 is the EU’s main financial instrument for research and innovation.

INEA is expected to manage a budget of up to €37 billion for the new programmes (€30 billion from the CEF and €7 billion from Horizon 2020).

The Innovation Fund (IF) contributes to greenhouse gas (GHG) reduction by focusing on:

  • innovative low-carbon technologies and processes in energy-intensive industries (steel, cement, glass, chemicals, paper, etc.), including products substituting carbon-intensive ones;
  • carbon capture and utilisation (CCU);
  • construction and operation of carbon capture and storage (CCS);
  • innovative renewable energy generation;
  • energy storage.

Revenues for the Innovation Fund come from the EU Emissions Trading System (EU ETS), the world’s largest carbon pricing system, from the auctioning of 450 million allowances from 2020 to 2030. The IF will also benefit from any unspent funds from the NER300 programme.

Who leads INEA?

The Commission appoints the Director of INEA for 5 years and members of its Steering Committee for 2 years.

FROM WHEN DOES THE DECISION APPLY?

It has applied since 1 January 2014.

BACKGROUND

What do executive agencies do?

Following Regulation (EC) No 58/2003, the European Commission’s executive agencies turn EU policy into action by overseeing programme implementation. This means that they follow EU co-funded projects throughout their life cycle, providing valuable feedback to the Commission in the process. They also give a wide variety of support to the programme beneficiaries and ensure the visibility of the added value of EU funding.
